Moving To Work

What is the Moving to Work (MTW) Demonstration Program?

MTW was created by Congress through Section 204 of the Omnibus Consolidated Rescissions and Appropriations Action of 1996.

MTW is a demonstration program with three statutory objectives:

  • To reduce cost and achieve greater cost-effectiveness in Federal expenditures
  • To promote family self-sufficiency
  • To increase housing choices

MTW agencies are afforded specific exemptions from many existing public housing and voucher rules and more flexibility with how they use their Federal funds. MTW agencies are expected to use the opportunities presented by MTW to inform HUD about ways to better address local housing needs and services.

The Housing Authority of Columbus, Georgia (HACG) submitted an application in June 2012 for the prestigious Moving to Work (MTW) Demonstration Program. The application was prepared in collaboration with residents, participants, partners, and service providers. HACG was fortunate to be selected to participate and joined the MTW Demonstration Program in July 2013.

HACG will continue to work collaboratively with all its stakeholders, such as residents, property owners, and community constituencies in the opportunity to create and study original, locally-developed housing and self-sufficiency strategies that encourage public housing and HCV families to become self-sufficient.

Annual Plans & Reports

As part of the MTW demonstration program, HACG prepares an annual plan. HACG uses this opportunity to review with the community any policy changes that are being planned or being considered beyond the next 12 months.
